Innovus crashed after run 'optDesign', _S_create_c_locale name not valid

In Ubuntu 22.04, innovus crashed after i ran 'optDesign -preCTS', and the msg given is as below. I have tried both 'export LC_ALL="C"' and edit /etc/locale.gen && locale-gen:

（I can't locate the issue from error message)

I solved with below commands, although I don't know why:
#sudo apt install locales-all
#sudo dpkg-reconfigure locales

账号		自动登录	找回密码
密码			注册
