The sim folder is included all simulation module files. There is no difference between different simulation tool. You needed to compile the matched library by matched software.

no it does distinguish models to eda vendors. e.g. the encrypted RTL codes
guess it is customer specified to ask for the sim lib
and they've tried the mentor lib with VCS, doesn't work
