就是说，因为一个delay cell是有正反馈，有latch，然后存在一个状态，vco没有振起来。一直维持01010101。

do not think this can be sustained. I would still think all the stages might act like an amplifier (linear circuit) so the output is low-high-low-high..., the low and high here are not logic level.
but could this happen?

差模不会锁死，偶数阶的差分环振其中一级一般要反接，否则不起振

enable的时候我一般给一个初始电压，强制他差模震荡
